I am VERY happy to notice that even the local people recognized this BIG problem. I read this on 时代报 today:
“文明走路、文明行车”公认为最需培养的礼仪
本报讯（叶芳）市妇联儿童和家庭工作部昨天公布的“上海市市民礼仪网上调查”显示，“文明走路、文明行车”被公认为当前最需要培养的礼仪，而“随地吐痰、乱扔杂物、在公共场合吸烟”被视为最让人讨厌的不文明行为。
They miss one point though “随时随地不排队！”也是最让人讨厌的不文明行为。
Or... even the local people does not think this is a problem?

spitting are so common in China since donkey years ago, now only they realised ??? this is way too slow to recognized the problem, or they just NATO (no action, talk only) all the way.
But I try to understand why they are like that lah...
It is kinda difficult to change, when everyone beside you is spitting, u kinda feel spitting is OK. When your mama, papa, grandpa, grandma is spitting, and your friends are spitting, don't you feel it is OK to spit as well?
So, as someone vigorously put it up to me that day, we have no rights to say they are shit, so, is either we act blind or act like we can't see them loh...
aiyah, I dunno what am I talking liao. Just that I feel very glad that at least the society here actually realized spitting is a bad behavior.
